Make sure your charger works; Remove the battery, see if that changes anything; Pull RAM and try to power it on. If it powers on and it beeps, then there is *something* going on there; Pull all extra plugged in devices internally and see if it boots. Upgrade to Windows 11. Dell recommends using the upgrade option through Windows Update to install Windows 11 on a tested computer.
